國家衛生健康委員會干部培訓中心黨委書記、副主任蔡建華，中國互聯網新聞中心（中國網）副總編輯薛立勝，華夏前程教育科學研究院副院長、中國幼教大會秘書長、中國托育大會秘書長孫綱，浙江大學教授、博士生導師吳華，陜西師范大學教授、教育實驗經濟研究所所長史耀疆，陜西省寧陜縣副縣長劉昌志等領導、專家以及幼兒園、托育機構負責人等參加了大會開幕式。
